Manager, Building & Property

The Manager, Building & Property is responsible for the building and property administration, operations, maintenance, janitorial matters, grounds-keeping and repair services necessary to support the College’s real estate assets at its ‘Eyrie’ and Jean and Norma Holder Hospitality Institute campuses.

Education Requirements and Experience:

  • A Bachelor’s Degree in Civil Engineering; or
  • A Bachelor’s Degree in Estate Management, or in a related discipline; and
  • At least five (5) years’ technical and supervisory experience in a similar position. 

Salary Scale: $7,715.97 per month (S6)

JOB DESCRIPTION

MANAGER, BUILDING & PROPERTY 

SUMMARY OF CORE FUNCTIONS:    

The Manager, Building and Property is responsible for the building and property administration, operations, maintenance, janitorial matters, grounds-keeping, and repair services necessary to support the College’s real estate assets at its ‘Eyrie’ and Jean and Norma Holder Hospitality Institute campuses.  The Manager, Building and Property will also oversee environmental health and safety issues and provide support services for meeting or exceeding regulatory compliance relating to chemical exposures, indoor air quality, hazardous waste, ergonomics, and other issues in a cost effective manner.

 

LIST OF DUTIES: 

  1. Operational Management/Administration 
  • Oversee all preventive maintenance, building maintenance, alteration and repair, installations, utilities, including air conditioning and refrigeration, electrical, plumbing; 
  • Implement and oversee the development of a preventative maintenance program, establish work order priorities, review work requests, ensure all deliverables are made within the required timelines, develop and manage weekly work schedules, maintain electronic logs and files; 
  • Ability to develop safety plans, inspection schedules and environmental quality control systems and procedures for the proper functioning of the Campus. 
  • Knowledge and understanding of public sector procurement policies and guidelines, assist the Board of Management with management of the procurement process of tenders, selection, contracts and implementation of projects; 
  • Experience in managing multi-discipline teams of persons including grounds keeping staff, janitorial staff, tradesmen, contractors and vendors; 
  • Ability to manage and respond to user community needs and requirements within a reasonable timeframe and to establish a help-desk facility for prioritizing and addressing issues; 
  • Assist with inventory management and security of the College’s assets; 
  • Assist the Board of Management with the implementation of an energy saving / alternative energy plan for the College; 
  • Demonstrate experience in preparing and managing departmental budgets; 
  • Excellent project management, problem solving, leadership and communication skills. 

 

  1. Health & Safety 
  • Ensure full compliance with all Health and Safety, Security, Fire and Disaster Preparedness regulations as well as expedite appropriate conversation measures; 
  • Develop and implement effective preventative and emergency maintenance schedules and procedures for all sections of the College.

 

  1. Finance 
  • Prepare and submit an annual estimate for the Department to the Principal; 
  • Manage the acquisition, storage and distribution of supplies in as economical a manner as possible and in accordance with the procedures laid down by the Finance Department; 
  • All requisitions submitted must have a minimum of three (3) quotations. Should three (3) quotations not be available, this must be clearly stated with submission of quotations; 
  • Performs such other duties as fall within the scope of the area of responsibility that may be requested by any duly authorized officer. 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED:     

  • A Bachelor’s Degree in Civil Engineering; OR 
  • A Bachelor’s Degree in Estate Management or in a related discipline; AND 
  • At least five (5) years’ technical and supervisory experience in a similar position. 

 

KNOWLEDGE REQUIREMENTS: 

  • Demonstrate knowledge of the mission and vision of the organization;
  • Extensive knowledge of the functions and duties of the post and how they contribute to the mission and vision;
  • National Building Code;
  • Facilities Management (Building Requirements and Planning; Space requirements and Planning);
  • Asset Management (Procurement Methods and Contracts, Disaster Management and Emergency Planning, Energy Management, Insurance and Risk Management);
  • Relevant knowledge of the Public Service Act CAP. 25;
  • Relevant knowledge of the Barbados Community College Act CAP. 38
  • Relevant knowledge of the Employment Rights Act (ERA) 2012-19;
  • Relevant knowledge of the Safety & Health at Work Act 2005-12;
  • General knowledge of the BCC Staff Manual;
  • Telephone etiquette;

  • Ability to draft architectural plans;

CONDITIONS OF SERVICE:

  • Temporary / Contractual in nature.
  • In addition to Public Holidays, you will be entitled to forty-two (42) calendar days of vacation per annum. 
  • While every consideration will be given to permitting vacation to be taken when desired, work schedule may sometimes require you to take part or all of your vacation at a time best suited to the institution’s needs. Annual vacation should be taken during the least busy period unless otherwise authorized by the Chairperson or Principal. 
  • Entitled to twenty-one (21) days’ sick leave during each year of service in accordance with the Leave Regulations in force. 

While the standard time of work is 8:30 am to 4:00 pm, you may be asked to work on outside of these hours and on Saturdays and Sundays (if necessary).
