Public Relations Specialist

The Public Relations Specialist (PRS) is expected to have a broad and comprehensive knowledge of all matters related to the business of the College, with an orientation towards identifying new opportunities or prospects and helping the Board of Management and Executive Management to drive the development of the College.

Education Requirements and Experience:

Either

  • A postgraduate degree in Marketing, Public Relations, Communications, or Journalism; and not less than three (3) years’ proven experience that involved marketing, branding, public relations, policy development and donor management. Competence in the use of social media platforms would be an asset.

Or

  • A bachelor’s degree in Marketing, Public Relations, Communications, or Journalism; and not less than five (5) years’ proven experience that involved marketing, branding, public relations, policy development and donor management. Competence in the use of social media platforms would be an asset. 

Salary Scale: $5,126.27 - $5,994.68 (Z6–1)

JOB DESCRIPTION

PUBLIC RELATIONS SPECIALIST 

SUMMARY OF CORE FUNCTIONS:

Under limited supervision the Public Relations Specialist (PRS) is expected to have a broad and comprehensive knowledge of all matters related to the business of the College, with an eye towards identifying new opportunities or perspectives and helping the Board of Management and Executive Management to drive the development of the College through growth in its product offering, and its ability to raise additional funds through corporate sponsorships, endowments, and alumni investments. The PRS will also be responsible for the College’s marketing and advertising campaigns, its customer relations with its many constituents through the various types of media including electronic and internet, and by establishing and maintaining relationships with students, community, employees, and interest groups by writing press releases and other media communications, responding to requests for information and press conferences, and coaching client representatives in the correct way of communicating with the public and with clients. 

To be successful in this roll the PRS, will need a deep understanding of consumer marketing, as well as excellent written and verbal communication skills. Previous experience in handling a press conference is also an advantage.

LIST OF DUTIES:

  • Formulates public relations plans and develops a comprehensive marketing plan for the Barbados Community College (BCC) to expand its current business into local, regional and international markets.
  • Enhances the knowledge of BCC programmes, services and its presence through online and offline channels.
  • Manages media relations and media requests.
  • Plans and supervises events, fairs, conferences, etc.
  • Supports the implementation of promotional plans.
  • Facilitates the resolution of disputes with the public or external vendors.
  • Leads survey initiatives and analysis of public opinion with regard to BCC
  • Develops and manages a database of alumni and potential commercial sponsors.
  • Establishes a system of corporate support and sponsorship for College Programs. These will include alumni and funding agencies.
  • Establishes linkages and networks with contacts within the educational sectors locally, regionally and internationally.
  • Partners with associates to exploit external funding opportunities through Proposal and Bid writing.
  • Co-ordinates advertising campaigns for all revenue-generating projects and programs.
  • Utilises social media networks to ensure full visibility in the global marketplace.
  • Makes presentations to internal and external counterparts to ensure visibility of services and programs being offered by the Barbados Community College (BCC) in the marketplace.
  • Prepares timely reports on revenue generation and impact of programs for presentation to the Board of Management.
  • Works with the Finance Management Team to ensure cost effectiveness of programs and projects run by the Barbados Community College (BCC).
  • Manages Departmental Budget.
  • Maintains good relations with internal and external stakeholders of the College.
  • Writes timely press releases and media kits, and directs social media team for proactive and regular communication.
  • Performs related duties and responsibilities as assigned. 

QUALIFICATIONS REQUIRED:   

  • A postgraduate degree in Marketing, Public Relations, Communications, or Journalism; and not less than 3 years proven experience that involved marketing and public relations, policy development and donor management. 
  • A bachelor’s degree in Marketing, Public Relations, Communications, or Journalism; and not less than 5 years proven experience that involved marketing and public relations, policy development and donor management. 

KNOWLEDGE REQUIREMENTS:

  • Extensive knowledge of the functions and duties of the post and how they contribute to the mission and vision.
  • Demonstrate knowledge of the mission and vision of the organization.
  • Working knowledge of MS Office, photo and video-editing software would be an asset.
  • Relevant knowledge of the Public Service Act CAP. 25.
  • General knowledge of the BCC Staff Manual.
  • Computer literacy.
  • Telephone etiquette.
  • Knowledge of operating electronic equipment provided. 

SKILLS AND ABILITIES:

  • Excellent project management, problem solving, leadership and communications skills.
  • Experience in project management and execution of public relations campaigns and/or initiatives
  • Proficiency in the use of all Microsoft applications.
  • Demonstration of good Time Management skills.
  • Demonstration of effective Interpersonal Relationship skills with the ability to dialogue with persons from many backgrounds.
  • Excellent Oral and written communication skills, including speech writing.
  • Competence in use of social media platforms (Twitter, Facebook, Instagram etc.).
  • Aptitude in presentation skills and Public Speaking.
  • Ability to work with minimum supervision.
  • Ability to work speedily and accurately under pressure.
  • Proven experience as a public relations specialist or similar position.
  • Experience in project management and execution of public relations campaigns and/or initiatives.
  • Demonstrate experience in preparing and managing departmental budgets.
  • Working knowledge of MS Office, photo and video-editing software would be an asset
  • Proficiency in English
  • Ability to maintain high level of confidentiality.

CONDITIONS OF SERVICE:

  • Temporary in nature.
  • Entitled to vacation as earned, maximum of forty-two (42) days per calendar year.
  • Entitled to fourteen (14) sick days per year after one (1) year.
  • Based on the nature of the position, it may be necessary to work outside of normal hours, for which there will be no compensation.
