Tenders are invited for the operation of a Cafeteria Service at the Barbados Community College, “Eyrie”, Howells Cross Road, St. Michael for a period of two years, on the basis of the payment of a concession fee as a fixed amount payable per semester in advance.
- The successful tenderer will be required to cater for day and evening students, as well as staff of the Barbados Community College. These groups total approximately 3,569. Catering shall be required during the hours of 8:00 a.m. to 7:00 p.m., Monday to Friday and at such other times as may be specified by the College. Hot meals, snacks, tea, coffee and soft drinks should be served. Tenderers should submit with the tender, a price list of items that will be offered for sale.
- Basic kitchen equipment including stoves, deep freeze and steel storage racks will be provided. The successful tenderer will be required to provide all other equipment needed.
- In addition to the concession fee, the successful tenderer will be required to pay all utility charges, a quarterly charge for rodent and termite treatment and a fee for the use of the premises during the summer vacation. All charges are subject to review.
- The successful tenderer will be responsible for the cleanliness of the Cafeteria, and MUST COMPLY WITH THE PROVISIONS OF THE HEALTH SERVICES FOOD HYGIENE REGULATIONS 1969 AND THE HEALTH SERVICES (RESTAURANT) REGULATIONS 1969.
- The successful tenderer will be required to provide a written reference verifying their ability to manage and operate a facility of a similar size.
- Tenders must be submitted in a sealed envelope marked “TENDER FOR THE OPERATION OF A CAFETERIA SERVICE AT THE BARBADOS COMMUNITY COLLEGE” and addressed to The Chairman, Board of Management, Barbados Community College, “Eyrie”, Howell’s Cross Road, St. Michael to reach the Board of Management office no later than Thursday, June 5, 2025.
- No tender will be considered unless it complies with the conditions set out in this notice.
- The Board of Management does not bind itself to accept the highest or any tender.
SCOPE OF WORK
INTRODUCTION
The Barbados Community College (BCC) is a tertiary-level institution providing a wide range of courses and programmes of study for students from diverse backgrounds and countries. The student population of the College presently stands at approximately three thousand (3,000), with a staff complement of three hundred and forty-four (344) full-time and two hundred and twenty-five (225) part-time. The operational hours of the College are from 8:00 a.m. to 9:00 p.m. Monday to Friday.
The overall objective of the Barbados Community College is to provide education and training, at the post-secondary/tertiary level, to a wide cross section of Barbadians so that upon graduation they are able to make contributions to the economic and social development of their country. The College also provides opportunities for nationals of other countries, particularly CARICOM territories, to receive similar education and training.
The BCC is governed by a Board of Management which will constitute one of the parties to this agreement. Services provided under this contract shall be subject to approval by the Board.
REQUIREMENTS

- In addition to the normal concession fee, the successful tenderer will be required to pay monthly utility fees, a quarterly fee for rodent and termite treatment and a fee for the use of the premises during the summer vacation. Fees are subject to review.
- The successful tenderer will be required to provide evidence of public liability insurance in the amount of One million dollars ($1,000,000.00) as well as Employers’ Liability Insurance.
- The successful tenderer will be required to cater for day and evening students, as well as staff of the Barbados Community College. Catering shall be required at mid-morning breaks, lunch, and in the evening between 5:00 and 9:00 p.m. and at such other times as may be specified by the College. Hot meals, snacks, milk, coffee, and cold beverages should be served. Tenderers should submit a price list of items that will be offered for sale.
- Basic kitchen equipment, including stoves, deep freeze, chiller, and steel storage racks will be provided. The successful tenderer will be required to provide all other equipment needed and to pay for all utilities used.
- The successful tenderer will be responsible for the cleanliness of the Cafeteria, and must comply with the provisions of the Health Services Food Hygiene Regulations 1969 and the Health Services Restaurant Regulations, 1969.
- The College is represented by the Principal, and Maintenance Officer/Coordinator for the purpose of this contract and in relation to the day to day operations.
- The Contractor shall observe and enforce all instruction given by the Principal and Facilities Manager, on matters relating to health, safety and security of its personnel and staff and students of the College.
- A surety will be required:
- By way of deposit with the College of the sum of money of approved sureties to the value of not less than 10 percent of the contract price; or
- By way of bank or accredited Insurance Company whose liability shall not be less than 10 per cent of the contract price. The cost of obtaining such a surety shall be the responsibility of the contractor who need not specifically make arrangements for sureties unless and until his/her tender has been accepted.
REGULATORY & OTHER REQUIREMENTS
- TENDERERS SHOULD BE AWARE THAT THE LABOUR CLAUSES (PUBLIC CONTRACTS) ACT, CAP 349 SHALL, IN SO FAR AS APPLICABLE TO THE TENDER, APPLY TO ANY CONTRACT MADE IN RESPECT OF THE TENDER. FULL DETAILS OF THE CONDITIONS OF THE ACT, CAP. 349 MAY BE OBTAINED FROM THE CHIEF LABOUR OFFICER, WARRENS OFFICE COMPLEX, WARRENS, ST. MICHAEL.
- ALL CORPORATE TENDERERS MUST INCLUDE WITH THEIR TENDERS A COPY OF THE COMPANY’S CERTIFICATE OF INCORPORATION AS EVIDENCE OF THE FACT THAT THE COMPANY IS AN EXISTING REGISTERED COMPANY AS AT THE DATE OF THE TENDER. FAILURE TO PROVIDE THE CERTIFICATE OF INCORPORATION WILL RENDER THE TENDER VOID. THE CERTIFICATE MUST BE IN THE NAME OF THE TENDERER.
- Tenderers are advised that the Certificate of Incorporation means a Certificate of Incorporation issued under the 1985 Companies Act of Barbados or where applicable a Certificate of Continuance or a Certificate of Amalgamation or a Certificate of Amendment. Certificates must be dated after December 31, 1984.
- The successful tenderer shall have read and will be required to comply with the Safety and Health at Work Act Cap 356.
- The successful tenderer will be required to provide evidence of public liability insurance in the amount of One million dollars (BD$1,000,000.00) as well as Employers’ Liability Insurance.
- The successful tenderer will be required to enter into a contract in a form approved by the Board of Management, Barbados Community College and must provide surety for the performance of the contract by one of the following methods:
- by way of a deposit with the College of a sum of money or approved sureties to the value of not less than 10 per cent of the contract price; or
- by way of a bank or an accredited Insurance Company whose liability shall not be less than 10 per cent of the contract price. The cost of obtaining such a surety shall be the responsibility of the contractor who need not specifically make arrangements for sureties unless and until his tender has been accepted.
